Antique mechanical Bally SLOT MACHINE 1966? Powers up, lights up, doesn't pull

You are bidding on a vintage/antique Bally's slot machine. It powers up, half lights up, and accepts tokens, but doesn't pull. It is very sturdy, and has the key for the case. There is a bit of rust on one mechanism (see picture) but the rest looks pretty clean and usable. I opened it and coin hopper turns smoothly, When I first got it, I pushed the coin return and bunch of tokens dropped out.
It's very complicated machinery so I haven't a clue what it would take to get it working again. If at all.
Don't know anything about it's origin.  Sold AS-IS guaranteed to power up, that's it.

From one collector to another. I'm pretty sure it's illegal to have a gambling machine anywhere that isn't a licensed casino, so this is for tokens only, but what you do with it is your business.
